The following members bring diverse judicial, legal, and community experience to the Idaho Judicial Council and serve an essential role in promoting the integrity, independence, and effective administration of Idaho's judiciary.
Chief Justice G. Richard Bevan serves as the 43rd Chief Justice of the Idaho Supreme Court and chairs the Idaho Judicial Council by virtue of his office. Appointed to the Supreme Court in 2017 after fourteen years as a district judge, he brings decades of legal and judicial experience to the Council's work in judicial selection, evaluation, and discipline.
Keely E. Duke is a Boise litigation attorney and founding partner of Duke Evett, PLLC. Her practice focuses on complex civil litigation and insurance defense, and she has held leadership positions with numerous legal and community organizations throughout Idaho.
John A. Bush is a founding partner of Comstock & Bush and has practiced law in Idaho for more than three decades. An accomplished trial attorney, his practice emphasizes serious personal injury, wrongful death, malpractice, and insurance litigation.
Jason Kreizenbeck is President, CEO, and Co-Founder of Lobby Idaho, LLC, bringing more than thirty years of experience in public affairs, government relations, and public policy. His background includes service as Chief of Staff to Governor C.L. “Butch” Otter and leadership roles in both the public and private sectors.
Scott W. Madison serves as Executive Vice President of Business Development and Gas Supply for MDU Utilities Group. As a Certified Public Accountant, he has held numerous leadership positions in Idaho's business, civic, and nonprofit communities and contributes extensive executive management experience to the Council.
Michael R. Kennedy is President and CEO of Intermax Networks, a telecommunications and technology company based in Coeur d'Alene. In addition to his business leadership, he has served on numerous civic, economic development, education, and charitable boards across northern Idaho.
Judge Rick Carnaroli serves as a district judge in Idaho's Sixth Judicial District and previously served for many years as a magistrate judge. He has been actively involved in specialty courts, tribal-state court relations, judicial mentorship, and pro bono legal service initiatives throughout Idaho.
Michael J. Oths was appointed as Executive Director of the Council (non-voting) in July 2026. Mr. Oths was a 4th District Magistrate from 2003-2022. From 2022-2026 he was a senior Magistrate serving the 3rd, 4th and 5th Districts. From 1986-2003 he was Counsel to the Idaho State Bar. That role included investigation and prosecution of complaints against lawyers, as well as provision of ethics advice to the Bar.
